The 2025 Virginia Governor Forecast predicts the outcome of the election using a data-driven model that factors in polling, historical trends, candidate quality, and fundraising. Virginia has a remarkable habit of bucking the party of the sitting president – electing a Governor of the opposing party in eleven of the last twelve elections dating back to 1977. Arguably, this is enabled by Virginia’s unique status as the only state in the nation to prevent Governors from running for consecutive terms. As a result, Republican Governor Glenn Youngkin cannot run for re-election.

Running in his stead is Lieutenant Governor Winsome Earle-Sears, who would be the first Black woman governor in U.S. history if she wins. Her opponent is moderate Democratic Congresswoman Abigail Spanberger, who demonstrated her electoral prowess in 2018 when she ousted Congressman Dave Brat in a Republican-friendly district he had won by 15% just two years earlier
